The A23 is based on Velocity's race-proven (and now discontinued) Aerohead rim.

Having a wider 23mm footprint, the A23 easily accommodates wider tires and also allows for a more aerodynamic rim/tire combination. When paired with a 23mm tire, the wider rim creates a consistent tire profile rather than pinching the beads into the rim. The overall ride quality is improved and the result is tubular-like ride quality from a standard clincher tire.
